Word definition is confusing

I'm having trouble picturing some of the story on this page.
What is she doing with her eyebrow exactly?

As per, the definition of "quirk" is as follows:

a peculiarity of action, behavior, or personality; mannerism: He is full of strange quirks.
a shift, subterfuge, or evasion; quibble.
a sudden twist or turn: He lost his money by a quirk of fate.

Architecture .

formed with a quirk or channel, as a molding.

None of which can be done with an eyebrow...

Explain please?

She arched her eyebrow, but she didn't do it with any sense of regality, more sarcasm, hence "quirk" as it is a quirky word.
